Pink section of Inner Mongolia

Why is part of Inner Mongolia pink, and why does it appear in both North and Northeast China? I assume because it's sometimes categorized with one and sometimes with the other, but the fact that Taiwan is colored in the same shade makes me wonder if there's some kind of political dispute.
